Victorian labour government calls for soft start on emissions trading

The Victorian government has expressed concerns that the Latrobe Valley will suffer economically under the federal government’s proposed carbon emissions trading schemes, and has called for federal funding of regional communities affected by the scheme as well as guarantees that coal-fired power stations will not have to pay penalties for breaching the greenhouse caps in the first years of the scheme.
