The Federal Government has released a draft of regulations for emissions trading, laying out their plans for how carbon emissions will be measured and industry compensation determined. The Government is hoping to gain support from senators in order to have the legislation go through next week.
Greens Senator Christine Milne says the regulations show that the emissions trading scheme will be sending money to the wrong place, with wealth to be shifted from the people to the big polluters.

With a clear message for Japan’s whaling program, Australia and New Zealand have announced a new partnership for non-lethal whale research. The Antarctic whale research expedition will be the first such voyage under the Southern Ocean Research Partnership.
“This expedition supports our joint position that non-lethal whale research can provide all the information needed to understand and conserve whales and so called ’scientific whaling’ is unnecessary,” said Australian Minister for the Environment, Peter Garrett. The six-week Antarctic Whale Expedition will begin in early 2010.

ACF executive director Don Henry has criticised delays in the passage of renewable energy legislation in the federal senate, saying that parliamentarians have had plenty of time to establish their positions. Dr Henry said that further delays will only create more uncertainty in the renewables industry and jeopardise Australia’s capacity to share in the boom in green collar jobs.

The Wilderness Society
New research published by researchers at the ANU has revealed that South-East Australia’s eucalypt forests are the world’s most carbon dense, demonstrating the importance of the protection of the these forests in making deep and early cuts in Australia’s greenhouse gas emissions. Research from the Fenner School of Environment and Society at ANU last year found that around 9.3 billion tonnes of carbon can be stored in the 14.5 million hectares of natural eucalypt forests in south-east Australia if they are left undisturbed.

The White House has released a new report highlighting the urgency of climate change related issues as the US Congress considers new legislation which would impose the first national cap on carbon emissions while also seeking to lower them. A lead author of the report, Dr Jerry Melillo, has told the press that ”It is clear that climate change is happening now. The observed climate changes we report are not opinions to be debated. They are facts to be dealt with.”

The Australian Conservation Foundation
The Australian Conservation Foundation and the Climate Justice Program have lodged a complaint with the Australian Consumer and Competition Commission alleging that 14 companies have made misleading statements about the Government’s proposed Carbon Pollution Reduction Scheme. ACF executive director Don Henry has stated that the six companies named in the complaint - Rio Tinto, Woodside, Xstrata, Boral, Caltex, and BlueScope Steel - could be in breach of the Trade Practices Act.

An Australian National University study is evidence that protection and restoration of native forests is one of the most effective ways Australia can curb carbon emissions, according to the Wilderness Society. The study also found that Victoria’s central highlands are home to some of the most carbon-dense forest on the planet.
